Unable to connect to outside server

Two of our off site locations can receive email but cannot send email. When
they try to send the email they get a message stating that it is unable to
connect with the outside server.

Any suggestions.

Outside server= ?
Where is the mail server they are trying to send outbound mail to?
What network connectivity exists between the offsite/HQ locations?
Are the users allowed to relay through these servers, either by IP
address/range or by authentication to the server?
What exact error messages do these users get?
