unable to click hyperlink URL to open browser

We are not able to click hyperlink URL to open browser.

When I click a hyperlink URL in text document (its underlined and in blue) I
am not able to open any browser. This message is shown:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

When I go to regedit,
I am unable to find "NoBrowseOptions" in my entire registry.

Also, in my registry, I am unable to find:
HKey_Current_User/software/policies/microsoft/internetexplorer/restrictions
There is no "policies" folder inside the software folder.

What program? In Word, you need to press and hold Ctrl while clicking on
the link.

It does not work in any programs. Notepad, Outlook, Outlook Express, Words,
Excel, etc.
I am unable to click on any hyperlink URL to open browser.

But I am able to click inside Internet Explorer browser to open an hyperlink
URL.

As a plain text editor, Notepad does not support clickable links.

First, try "Reset Web Settings" in Intenet Options > Programs tab. Then, apply this fix:

* Use this only if IE is installed in its default location [C:\Program Files\Internet Explorer] *

-or-

Open Internet Explorer > Tools > Options > Programs and enable the option:
"Internet Explorer should check to see whether it is the default browser"
Close IE and open again. Click YES if you are prompted to set it as default browser.

Important: Login as Administrator and repeat the process of setting the default browser.

problem.

The registry fix should have created the entry for you (for Internet Shortcut etc). Are you sure you tried the same from Admin account? Try: http://support.microsoft.com/?kbid=318378

This does work in Internet Explorer 6, Outlook Express 6, FrontPage 2002,

This does NOT work in Outlook 2002, Words 2002, Excel 2002.


The registry fix should have created the entry for you (for Internet
Shortcut etc). Are you sure you tried the same from Admin account? Try:

Since you can click on links in a browser, your base link associations are
probably fine. Check settings within each program for "plain text" vs "rich
text" or "html." Some have additional settings for how clicking on links in
the program's documents will behave. For example, open Word and check
settings in Tools> Options.

Notepad does not support clickable links. Some third party text editors
support them, not Notepad never has. If using OE with plain text *and* have
XP's SP2 RC1, you will lose the ability to click links (for now). SP2 is
just a release candidate at this time and has a few wrinkles in it.
Clickable links in OE is one of those wrinkles.

Appears not to be wrinkled here.*_^ In O.E., tested a Ron Martell news
post that contained both a mailto and a WEB URL. Both succeeded. SP2
2096 is installed.

Nope, you're right. Didn't have the "read all messages in plain text"
radio button activated. As you were.*

No problem. As you note, reading in html format still works as expected.
That's a good thing.

This does NOT work in Outlook 2002 with email in rich text, Words 2002 with
doc document, Excel 2002 with xls and show this error message:

Can you please tell me what is this message means and what cause this
message?

You are right, it should not work in plain text programs such as Wordpad or
NotePad.
 
Solved the same problem

I had the same problem with the identical error message. I use Firefox as my browser and discovered the the default browser had been changed. Opened Firefox and clicked on Tools/Options/Advanced/Systems Defaults. Under "Always check to see if Firefox is the default upon startup," clicked "Check Now" box and a "Default Browser" window opened. Firefox was not listed as the default browser, so I changed it to be the default and the problem was solved.
