When I Click hyperlink to open browser:
This does work in Internet Explorer 6, Outlook Express 6, FrontPage 2002,
This does NOT work in Outlook 2002, Words 2002, Excel 2002.
The registry fix should have created the entry for you (for Internet
Shortcut etc). Are you sure you tried the same from Admin account? Try:

Thank you for your advise. Done that in IE twice to be sure. Still same
problem.
In Words, when I ctrl+click a hyperlink, I got this same error message:
"This operation has been cancelled due to restriction in effect in this
computer. Please contact your system administrator".
In Windows Explorer / tools / folder options / registered file types
I CANNOT find or any other URL extension
URL: hypertext transfer protocol
Only URL I found is:
Extension= URL, File Type= URL file
I also found

First, try "Reset Web Settings" in Intenet Options > Programs tab. Then,
apply this fix:

* Use this only if IE is installed in its default location [C:\Program
Files\Internet Explorer] *

Open Internet Explorer > Tools > Options > Programs and enable the option:
"Internet Explorer should check to see whether it is the default browser"
Close IE and open again. Click YES if you are prompted to set it as default
browser.
Important: Login as Administrator and repeat the process of setting the
default browser.
