Unable to change Internet Options

I have suddenly become unable to access my Internet
Options on the tool menu in Internet Explorer (Windows XP,
IE 6). Even going into the Control Panel I cannot change
my home page (which is how I found out about it). What
can I do?

I should add that the message I get is "this operation has
been cancelled due to restrictions in effect on this
computer. Contact your system administrator."

I am the administrator and the only one to use this
computer (except for someone who came and fixed a
problem. Now I have others.) I noted in the Knowledge
Base that if you log on with another user several times in
Safe mode it can disrupt your settings (this was a
different issue). In the Internet Options through the
Control Panel my choice to update my home page is grayed
out.

I have experienced this in Win2K pro. I don't know what
causes it, but this is how I correct it:

Start>Run>gpedit.msc
Navigate: Local Computer Policy>User Config>Admin
Templates>Windows Components>Internet Explorer>Internet
Control Panel>Browser menus>Tools Menu: disable Internet
Options...menu option.

On my computer, this is never configured, but when
this "bug" happens I enable it, apply it, then disable it
and apply. After that I can use the Options Menu. I hope
