Unable to change desktop setting?! in XP Home

Hello all

I have an unusual issue...my father has a desktop running XP Home which shows a typical classic style but with a folder options pain on the left side. He is not sure how it happened and I am unable to change it for some reason. I have tried all the desktop background changes under properties to no avail. It is driving me crazy, for the life of me I am stumped. When you apply a style change it goes through the applying changes routine but then nothing. That stupid folder options pane is still there on the left. The desktop looks just like a folder when you open it with that pane on the left. I have changed all? settings to default and cleaned the PC with ad-aware all the usual battery of tools. Even the icons look enlarged as though the text size setting is on largest?! Help me please...
