Unable to assign drive letter to second hard drive

I added a second hard drive to my computer. I can see the hard drive but a drive letter has not been assigned. When I try to assign it a drive letter in "Disk Management", that option is not available (not highlighted) when I Right click on the drive. The only option I have is to "Delete Partition". This hard drive has data on it that I want to recover, so I don't want to format it at this point. Any help?
 
Joel, is the red stripe on the ribbon cable aligned with Pin1 on the
drive and motherboard. Try a new or
different cable. Make sure the jumper is set properly ie Master, Slave
