Unable to adjust keyboard repeat rate

At some point prior to recent installation of SP-2, my
keyboard repeat rate became unadjustable from the control
panel. No matter how I set the rate or speed, it will
only repeat at 3.7 keystrokes per second -- no faster and
no slower. Any cures?
 
Download and install the latest drivers from the support web site
of the manufacturer of the keyboard.
