Unable to Add/Remove Windows Components

Hi dear helpers!

I have a great difficulty adding & Removing window
components (Windows XP) because I receive the following
error message that I don't know how to handle.
The error I am getting is:
"Setup library zoneoc.dll could not be loaded, or
function ZoneSetupProc could not be found. Contact your
system administrator. The specific error code is 0x7e.
