Unable to access Windows Help and Support from desktop

Running Windows XP Home Edition. Unable to access Windows
help and support from lefthand desktop popup menu. "Help
and Support" in shown with its Help icon, however when I
click on it nothing happens.

Start Menu/Help and Support doesn't work:
Click Start then select Run and type in: helpctr -regserver
press enter

If that doesn't work, continue onto the links
