After a format of my primary partition and a new
installation of Windows XP I am unable to access my other
partitions. How can I regain access to my partitions?

Please define cannot access, can you see the partitions, can you see the
files on the partitions but you are unable to open or view any of the files?

I can see all the partitions and they have the label
Local Disc. In the harddisc properties I see the
partitions with the labels they used to have. And in the
disc properties it sais that the file system is raw. If I
click on one of the partitions I get the error "not
accessible access denied."

Is the partition you just formatted FAT32 while there others are NTFS?

Partition I just formatted is the primary partition and
is NTFS. The other partitions were also formatted with
NTFS. However when I look at the the properties of my c:\
drive now it says file system FAT 32 while I am almost
sure that I formatted with NTFS. Well, ok maybe I made a
mistake here, but if the file system is fat 32 is there
still a way to get my data back?

I think your data is there and C just doesn't recognize it because FAT32
cannot recognize an NTFS partition. You can either convert the drive to
NTFS or do a new install on this partition and format NTFS during XP setup.
The preferred way would be a new install as conversion will leave you with a
very small cluster size.
