unable to access network files due to "no permission"

I have 2 computers running on a network under a workgroup. I have a PC that
the internet connection & printer are hooked to and a laptop that
communicates wirelessly to the network. Both computers are running windows
xp. I enabled both computers to share their C drives. The laptop can print
to the PC's printer OK and can access most of the PC's files but cant access
the "program files or documents & settings". The PC cant access the laptop
at all. I get a pop-up message saying that I don't have permission.
The same thing was done to both computers so why are their abilities to
access eachothers information different?
