Unable to Access Applications

I have problem to acces "my computer", "control panel", "my music", and "my
pictures" applications in my Window XP home computer.
Another problem is that I cannot restore to any point.
Any help will be greatly appreciated.

Scan your computer for malwares and viruses, your machine by the looks of it
infested and need to be cleaned.
