unable to access a folder on an external hard drive

Hello
I am un-able to access a folder on my external hard drive, i can access all
the other folder but not this one.
It does give me an error message it says: E:\folder is not accessible. The
semaphore timeout period has expired.
Does anyone know what is causing this?

Ownership problem? If you try to access the problem folder when logged
in as Administrator does anything change?

That did not seem to work, i think the drive must be packing up.
