ultra ata133 HDD on an Ata/100 car

Will an ultra ada133 HDD (Maxtor 250GB) work at all on a ultra ada 100 I/O
card (StarTech PC12IDE100)?

The drive will work - it just won't run at the 133 speed; it will be limited
by the card's speed of 100.
 
Also the card may not support 48 bit LBA (you may only see 137GB of the full
250GB).
Go the card makers web site (if you can find it) and down load the latest
BIOS and driver updates.
Note that some card makers used Promise Technologies chip set.
