Typing quotes

When I type a quote or a double quote such as (' ") I need to type a space or another letter before it appears. Is there anyway I can change this.
 
What application is this happening? In Word, there is a pause sometimes, I assume it
is because it is replacing "straight quotes" with "smart quotes". It usually happens
the first time you type the quote, the next time in the same document it reacts
normally. You can turn this feature off in the AutoCorrect options.
