1) How do I set it up to send an email which will show "On Behalf" of my
manager's name

2) Is there a way to setup a password so if someone uses your computer they
can't open Outlook without putting in the password?

Here are the answers to your questions:

1) First of all, someone will need to grant you access to send "on behalf".
To do this:
On the Tools menu, click Options.
Click the Delegates tab.
What if the Delegates tab is missing?

If you don't see the Delegates tab in the Options dialog box, you need to
install the add-in to use the Delegate Access feature.

On the Tools menu, click Options.
Click the Other tab.
Click Advanced Options, and then click Add-In Manager.
Select the Delegate Access check box, and then click OK.
If you don't see the Delegate Access check box, do the following:

Click Install, and then click the Dlgsetp.ecf file.
Close and reopen the Options dialog box.
Click Add.
Type the name for your delegate or select it from the Name list.
Under Add Users, click Add, and then click OK.
Note To add multiple delegates simultaneously, hold down CTRL and click
names in the Name list. The permissions that you select apply to all of the
delegates.

The Delegate Permissions dialog box should appear.

To allow the delegate to send e-mail messages on your behalf, you must set
the Inbox list to Author or Editor.
By default, the delegate is not allowed to see private items. To allow the
delegate access to the items that you mark as private, select the Delegate
can see my private items check box.

Note Author or Editor access allows the delegate to also read e-mail
messages. You can remove this ability by clearing the Read items check box.
However, to allow the delegate to respond to meeting requests, you must allow
Read access.

When that is complete, you need to:
On the File menu, point to New, and then click Mail Message.
Note Even though you can click From and select any name from the Global
Address Book, you are allowed to send a message only on behalf of someone who
has granted you that permission.

In the From box, type the name of the person you are sending on behalf of.
If you leave the box blank, the message is sent from you.
Note If you do not see the From box above the To and Cc boxes, do the
following: In the message window, on the E-mail toolbar, click the arrow on
the Options button, and then click From. If you are not using Microsoft
Office Word 2003 as your default editor, in the message window, on the View
menu, click From Field.



2) Currently there is no way to password protect Outlook on startup or to
lock Outlook if you need to quickly walk away from your computer other than
by using your Microsoft Windows® logon password or by using third-party
software written specifically to password protect Outlook. However, you can
set a password on your Personal Folders file (.pst) (Personal Folders file
(.pst): Data file that stores your messages and other items on your computer.
You can assign a .pst file to be the default delivery location for e-mail
messages. You can use a .pst to organize and back up items for safekeeping.).
If you use an Internet e-mail account in Outlook, such as a POP3 (POP3: A
common protocol that is used to retrieve e-mail messages from an Internet
e-mail server.) or HTTP (HTTP (Hypertext Transfer Protocol): Protocol that is
used when you access Web pages from the Internet. Outlook uses HTTP as an
e-mail protocol.) account, your e-mail messages are delivered to a .pst data
file on your computer's local hard disk. You can use a password on your .pst
file to help prevent accidental intrusion by other people whom you share your
computer with.

How?

On the Go menu, click Folder List.
Do one of the following:
If you have a POP3 e-mail account, right-click the Personal Folders folder,
and then click Properties For "Personal Folders" on the shortcut menu.
If you have an HTTP e-mail account (not supported in Outlook 2000), such as
MSN® Hotmail®, right-click the Hotmail folder, and then click Properties For
"Hotmail" on the shortcut menu.
On the General tab, click Advanced.
Click Change Password.
In the Change Password dialog box, type your new password and verify it by
typing it a second time. The password can be up to 15 characters.
Note Use strong passwords that combine upper- and lowercase letters,
numbers, and symbols. Weak passwords don't mix these elements. Strong
password: Y6dh!et5. Weak password: House27. Use a strong password that you
can remember so that you don't have to write it down.

Make sure that the Save this password in your password list check box is
cleared. This prevents the password from being cached, and you need to type
the password each time you run Outlook. Don't forget the password.
Click OK three times.
When you click the e-mail account folder, you will be prompted for your
password. After you gain access, you won't have to enter the password again
for that session. If you exit and then restart Outlook, you will be prompted
for the password when you click the e-mail account folder.
