I choose "Log on automatically at system startup" and
choose username "Owner" in Tweakui (Autologin), but this
choice doesn't persist when I restart the system. No
password is required. What am I missing?

for the "Log on automatically at system startup" function you *must* provide
a password. It won't work with a blank password.

That is not correct.

I use no password and logon automatically to the Desktop.

I disagree with you on both these points. My desktop has more than one user account and i can
autologon to my account (which ofcourse has a password) without any problems.

In that case, the KB article seems to be grossly incorrect.
