TV Wonder VE - video looks horrible

I bought a TV Wonder VE so I can encode my VHS tapes and burn to DVD.
but the video looks like crap.. I've tried good known tapes and 2
different VCR's, but it's all crackly and white specs all through
it...

Does this card just suck? ($30 - best buy)... or should it at least
work?
