Turning off System Restore, but cannot delete system volume directory

There is a directory on every logical drive called
System Volume Information, and it is my understanding
that this directory is created by the System Restore
facility.

The problem is, when I turn off System Restore, I remove
this directory, however the system re-creates it, even
though System Restore is turned off. Why?
 
When it gets recreated, is it empty? And does it stay empty? If so, its
not really taking up any significant space...
 
I found out what is causing it. It appears that Windows
Indexing Service, and svchost.exe also make use of these
same path specifications, so turning off excess services
did the trick. I needed to do that anyway!!!
