turning off smart quotes XP wide

Not sure if this is a service pack 2 issue, or has been lurking in XP for a
while, but have just noticed it on a new computer. The "smart quote" feature
seems to have migrated out of office apps and is now infecting my version of
outlook express and outlook. I do not have Word selected as my email editor.
If I try and type a single or double quote nothing happens until I space or
type the next letter. This infuriates me no end. Is there a way to turn it
off?
 
Ah! Me thinks me know the answer. It is your keyboard, plain and simple. I
have what I think is a US International Keyboard. And it is configured as
such AND I love it.

Try 'e and you will probably get ë unless you press the space bar between
the apostrophe and the e. It is one way of getting the various European
characters. For example ï (letter small i with 2 dots over it) all you have
to key in is the apostrophe and then the letter i BUT if you put a space in
between the two keys you get the normal 'i.

You can have ö (double quote followed by letter o) or ü (u with the 2 dots
or the umlaut, as I believe it is called) by keying in double quote then
letter u or Ü with the capital U).

Hope all this makes sense to you. I tend to use these characters from time
to time and with the way my keyboard is configured I don't have to resort to
the Character Map).

Handy, ain't it? raison d'étre (keyed in as d, apostrophe, apostrophe then e
(without space in between), t, r, e.

Ç i can get by keying in ' followed by C (again no space) but with space in
between it will appear as 'C.
