Turning off a network connection when computer boots up

Hi There

Can anyone please tell me how to turn off a network connection, so when the
computer boots up, it doesnt automatically access the network?

My broadband modem is via a network card and when my two young children turn
the computer on they have full access to the net.

How about just disabling the NIC from within Windows, then when you want to use it re-enbale it??
 
you may have many options. 1. re-setup LAN setting on IE to disable the
internet access; 2. change the TCP/Ip settings to disable DNS.

That should do it, Firmbyte. Also, Andy, give the kids "limited"
accounts, not "computer administrator" accounts, so they can't enable
the network connection.
