I turned off my PC while it was in the
midst of starting up (i.e., at the Win
XP logo) and now it will only start in
safe mode.

Any ideas how to remedy this besides
doing a complete reinstall?

Try "last good condition"

What happens when the computer tries to boot normally?
you can try booting computer to XP CD and goto recovery
console, from there run chkdsk /r because you may have
created some files system errors that need to be fixed.
If this is an OEM CD then boot to safe mode and run this
in command prompt, you will have to schedule it for next
reboot.
Also if this is a retail copy of XP you can, after
chkdsk, simply run a repair install of XP.

Last good is of no use if you logged into safe mode as
yourself. Last good is just that, the last successful
login.

Last Known Good configuration is the last normal boot. Safe mode doesn't
count. Press F8 when XP starts to boot and select "Last Known Good
Configuration" from your list of choices.
