turn off browser

when trying to use a cleaner a motice comes up to turn off a browser. how do
you do this.

If IE or Firefox or whatever you browse the internet with is open, CLOSE IT.

What cleaner? What is the exact error message? You don't "turn off" a
browser, you just exit out of it. A browser is a program that lets you
"see" the Internet. Examples of browsers are Internet Explorer,
Firefox, Opera, Netscape.

There is also the Computer Browser Service which may, or may not be
running. Since it can be stopped and started, perhaps this is what the OP
refers to as needing to be turned off.
But I doubt it. We may never know.
Computer Browser Service:
Maintains an updated list of computers on the network and supplies this list
to computers designated as browsers. If this service is stopped, this list
will not be updated or maintained. If this service is disabled, any services
that explicitly depend on it will fail to start.
