turboIRC bug

I uninstalled turboIRC, but upon every reboot for some reason outlook express
is starting and the turboIRC bug report is showing in subject of message as
is mailto: line..

I treid to disable windows mail, but I did not see an option for it in the
vista and wondering if anyone else has had this problem and what to do to
resolve it ?

Go to Start | Run or Search and type msconfig and then see what's in the
startup items.

OT, I just noticed that they added a nice "Tools" tab to msconfig.
