TRYING TO RESTORE OUTLOOK SETTINGS

My vista laptop operating system crashed after it lost power. I was using a
laptop connect card. I have the hard drve connected to another PC. I have
access to all my word docs but desperately need my contacts in outlook
(version 2003). I get the error message "outlook application data is not
available" I'm trying to restore outlook settings but user settings are
protected. How can I get into a protected user file???

This is not an Outlook question but a Windows question. To access a
restricted file/folder from an external system you must modify the NTFS
permissions. This guide is an intro to that;

Once you've recovered the pst-file you can open it in Outlook via File->
Open-> Outlook Data File...
