Trying to delete Internet Explorer

Because of all the problems with Internet Explorer, I have decided to
use Netscape. My version of I.E. is corrupted and Norton Anti-virus
tells me that it executing a caca script.

So.. when I go to Program Files/Internet Explorer and delete
IEXPLORE.EXE, something re-copies it to the folder within about 2-3 seconds.

Does ANYBODY know how to stop this? Where does IEXPLORE.EXE really live?

Windows version?
WinXP will automatically replace system files that are deleted.
