Trusted Sites Only

I have a SBS 2003 Standard Server with 20 XP clients. I am wanting the users
to browse on the internet to trusted sites only. I know I can do this with
ISA Server but the client is not wanting to make that purchase yet without
some research.

There are some other proxy servers that can do it-- probably even some free
ones.
Or you can use IE's built-in "Content Advisor" -- it would require a bit of
manual maintenance on each of the 20 machines though.
