Nice to mention what you did but you forgot to mention what you are trying
to achieve and what your issue is.
It looks like you are trying to delete a message from the Outbox. To do this
you must place Outlook in Off-line mode by File-> Work Offline, restart
Outlook and then try to delete it again

unplugging the internet connection, restarting, no good. Also I tried your
"shift delete" recommendation to someone else and it would not work. I also
tried to delay the sending of any message (message is obviously not being
sent anywhere but error says started transmission.) What next?
