trouble with install cd

i just completly wiped clean my hard drive and now i am trying to reload my operating system using the recovery cd that i have and i have done it before and it worked great, well when i did it this time it wont let me get past the do you accept terms. it says to press f8 to accept the terms and when i do so nothing happens. I know the f8 button works and i even hooked up another keyboard just in case all the other buttons work up to that point and it says to hit the esc key if you do not accept the terms and i have to end up hitting that and then it will restart my computer so my pc is not frozen, if any one would have a clue as to what is happening here or if you could help. thanks

If you have reformatted your hard disk and you have a 'Recovery' disk, you
may have deleted some files that are needed by the XP CD for the
re-installation. Have you tried contacting your PC supplier to see if they
can help?
