trouble reading 3.5 floppy

xp does not recognize the format of a floppy from 98 my
other 98 can open a and see files, in xp it says floppy
not formatted? How can I make xp see these files?

You may need to format another floppy using XP, then go back to the
win98 machine and put the files on this floppy. When I transferred to
my new computer, XP would only recognize about 70% of mine.
