OEM versions can not officially be transferred. Branded OEM versions may not
work on different components, other than the ones it was delivered with.

Retail versions can be moved or transferred. No authorisation is required.
Just install it on the new PC and erase it from the old one. Then, you must
re-do the Product Activation for XP on the new PC.

You don't need authorization.

Is yours a retail version or an OEM version? If it's a retail version,
there's no problem; just do it. You will have to reactivate, of course. If
it's been more than 120 days since last activation, it will work over the
internet just as it did before. If it's been fewer than 120 days, you'll be
prompted to activate by telephone. Either way, it's wuick and easy.

However, if yours is an OEM version (for example if it came with the
computer), the terms of the EULA tie it forever the first computer it's
installed on, and it can never legally be moved to another computer. To me,
that's the biggest disadvantage of OEM versions.

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on and install it
onto the new computer. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you might
have to make a 5 minute phone call.

Here are the facts pertaining to activation:
