is there a way to put this windows xp on a different computer and deleting it
off of this computer?

If it is only Windows then why not install clean on the second computer. Then
format the first.

If you have applications, files, data, personal settings etc : then clone
the current hard drive onto the second PC hard drive. You will then need to
perform a Repair Installation on the second PC.

Thenm format the hard drive on the first PC.

You are licenced to use your copy of Windows on one PC only, so moving or
transferring the licenced PC is OK: unless your copy of XP is an OEM version,
then you'll need to buy a retail version to install on the second PC.

If this is the case, still clone the current hard drive onto the second PC
hard drive. You will then need to perform a Repair Installation on the
second PC, this time use the new XP version to do the repair.

why cant you with an oem version?

An OEM {Original Equipment Manufacturer} version is sold at a reduced price.
A OEM version includes hardware checks which preclude installation on
another computer.

Because an OEM licence is tied to the system it was first installed on.
Please read the EULA (start > run > type winver > click on the link and it's
paragraph two). Besides, many OEMs don't include CDs with their systems,
merely a hidden partition with the files on. Or, if they do, it's a recovery
disc which is tailored to the system it was shipped with and won't install
on any other.
