transfering programs to a new computer

There's no reliable way to transfer programs, you need to reinstall them.
There are a very few exceptions, but most programs write so much to the
registry and drop DLLs and other files in various Windows folders that it
would be way too much of a chore to do anything but reinstall.

Depending upon the licensing of each individual application, the
normal practice is to completely uninstall the application(s) from the
first computer (this step may not be necessary if the app's EULA
allows multiple installations), and then to install them onto the new
computer by inserting the installation media (normally a CD) and
following the manufacturer's installation instructions.

If you're thinking of just copying an installed application from
one PC to another, this cannot be done by any practical means. How
would you ensure that you've copied _all_ of the necessary files
(scattered throughout multiple folders) and the many (possibly
hundreds) of necessary registry entries?
