Have downloaded Microsoft Transfer Manager from
http://transfers.one.microsoft.com/ftm/404Handler.aspx? ...
.... and the resultant file is:
TransferMgr.EXE-24D2A23F.PF
This is not yet an executable file .... how do I make it
executable? Is Transfer Manager a viable FTP vehicle for
windows? Many thanks for and help you can offer .... and
Happy Fourth of July!

FTM is used to automatically download software for use with
some Microsoft services. Microsoft distributes FTM to beta testers,
companies participating in volume licensing programs and
Microsoft Developer Network (MSDN) subscribers, among others.

Unless you are involved in the aforementioned activities, FTM
will be of no use to you.

Internet Information Server (IIS) 5.1 is available in Windows XP
Professional, but not in Windows XP Home Edition. One of the benefits
of IIS 5.1 is that it's capable of acting as a FTP server.
