transfer license to other computer... possible?

I got a new computer and would like to uninstall XP from the old one and
install it on the new one. If I uninstalled it from the old one, would
Microsoft know it was uninstalled and then accept the registration on the new
one? Or once installed on one computer, that's it for that license and I'd
have to get a new one? (If this is the case, MS should think about allowing
license transfers...)

Assuming you have a "Retail Version" of Windows XP,
you may transfer it to a different computer. After installing
it, you'll be prompted to activate via the internet. If this
procedure is unsuccessful, then choose the option to
"activate by phone" to obtain a new and free activation code.

If the old copy came preinstalled to the old PC it is an OEM copy (did not
come in a big blue or green box, possible just a CD in a paper case etc).
In which case you may not transfer the license as this license is considered
part of the PC and lives and dies with the old device.
As Carey said if it is a Retail copy (big blue or green box etc.) then you
may transfer the license.
Your rights to do this are explained in the End User License Agreement
(EULA).
You can view the EULA by Start ... Run ... winver
and click the link to view it.

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on and then
install it on the new computer. If it's been more than 120 days since
you last activated that specific Product Key, the you'll most likely be
able to activate via the Internet without problem. If it's been less,
you might have to make a 5 minute phone call.
