Transfer from a Win XP computer to a new Win XP computer

I have used the MS Backup to backup the

C:\Documents and Settings\User name

files on my current XP sp1 desktop. (There is only one user on the
computer.)

Can I use this backup to transfer my files and settings to a new computer?
How would I do that?
Or is there a better way to make the transfer?
