Trafic control? web-site restriction

How do I control the Internet bandwith to be equal for all of the computers?
I do have a LAN with Windows XP SP2 and a Windows 2000 Server domain
controller.
Can I make web-site restrictions with Windows 2K Server or I need to
implement a Proxy service? Thx
