I would like to use Outlook to track who actually participates in a meeting,
not just who responds that they "plan" to participate. Is this possible to
track?

I don't see how that's possible. Outlook would have to be able to sense the
physical presence of the person at the meeting or sense the electronic
presence in a web meeting.

I understand that and why that couldn't happen, but what I would like to do
is be able to check off, yes, this person attended, or no, this person didn't
make the conference call. If somehow that data could be stored in the
individual meeting occurances, that would be very useful to me. For example,
it tracks who responded and what they said, so if there's another option
where I could go in and note if the person really attended, that would be
what I'm looking for.

Once the meeting is done and you know who attended and who didn't, open the
meeting and add notes to it, recording the information you wish to keep.

After the meeting, you can also go to the tracking page, and change the
status from Attending, Declined, etc.
