Lew,
Do you know if it is possible for Exchange Server 2003 to track all emails
to/from a contact in a way that can be seen by any Outlook client/machine?
The Contacts will be stored on a Public Folder on the Exchange Server.
Emails will be sent to and received from a particular Contact by several
people (and their individual machines) within the office, but when going to a
particular Contact, I, for instance, would like to see any emails sent to
that Contact by anyone else, AND, any emails received by another person in
the office from that Contact ...
Thank you in advance.

Contact's Activities tab.

Haven't been here in a while. Not sure I understand the question,
but your administrator can give you permissions so you can open any
contact's mailbox in Outlook and see all sent and received emails.
If you want active notification whenever he sends or receives
emails, I think you will need a third party app.

Thanks Lew,
However, I don't believe this accomplishes the ability to see the emails
to/from that Contact that were sent by/or received by an Outlook client other
than my own...??
