Once changes have been made and finally accepted and
saved, can a person who receives the file see the
tracking changes and the author of the previous changes
made prior to the final saved file? If this does occur
how can this be prevented.

The details of the person who last saved the file will be visible in the file
properties, but if you accept all changes (or reject all) and then save the
file, the changes are no longer visible even if track changes is re-enabled.

To remove metadata, you could try looking at Payne Consulting's metadata
assistant, you can download a trial version that shows the metadata but will
not remove it. There is also a metadata removal tool available for Office
2003, but it is quite time consuming to use as it involves removing metadata
in each area of the document separately, so you would need to run it several
times to strip out everything.

For more information see the MS KB Article 825576

There are also settings in Word 2003 (and 2002?) to remove personal data on
saving.
