track changes appearance

How do I toggle the time stamp that appears when I move my cursor arrow over
inserted/deleted text when I have track changes on screen?

If you are referring to hovering over the tracked change in the
document, rather than the balloon, the try turning on/off the Document
Map (View/Document Map).

Didnt do it. I guess to simplify my question, how can I tell when new text
was inserted into the document? The hovering text used to tell me that, but I
cant get it back.
 
To clarify, are you able to see the pop-up when you hover your mouse
over the change or does it not appear at all?

If the latter then did you try toggling the Document Map? If the
former then what version of Word are you using and what exactly do you
see?

In Word 2003, in either Normal or Print Layout view, regardless of whether I
have balloons enabled, I see the name of the reviewer and the date and time
of the revision in the popup.
