Tracert getting "Access is denied"

My cousin is staying with me and was having networking issues on his
company Windows XP laptop. I tried to help troubleshoot and noticed
that running TRACERT in the command window always immediately gives an
"Access is denied" reply, yet running PING is allowed.

I've never seen this before. I'm just curious ... how can TRACERT be
locked down? Through the policy editor? Also, why would his company
even want to lock down such a utility? I don't see the security risk in
running TRACERT.

Would this be 'denied' by the firewall?

Locate this file in the Windows\System32 folder. Right click it and select
Properties. Go to the Security tab. Make sure that the user group your
cousin's login belongs to is assigned the correct permissions. For example,
Administrators.

If he's running XP Home, the security tab will not be visible. Either boot
the computer into Safe Mode and log in on the built in Administrator

For XP Pro: in Windows Explorer go to Tools, Folder Options, View and
uncheck Use Simple File Sharing to enabl the Security tab.
