Top of forms not visible when opened

I have a form with several tabs on it, and when this is opened, the top 1/4
inch or so (which includes the tabbed page captions) is not visible and you
have to scroll to see these and select the one you want, which is a real pain.
I tried reducing the height of each of the pages but this didn't help.
Suggestions, please?
