ToolTip or Help Bubble

Hello,

I am looking for a tooltip that looks the the bubbles displayed in comic
strips, circle or square that points to a desired point. Is this possible
in VB.Net .... I would also like this help bubble to be able to scroll the
text displayed in it. If this isn't supported in VB.NET then my first
thought was to put in on a form with a skin ... but unfortunately I don't
have any expriences putting skins on forms ....

Any help or guidance would be appreciated.
