ToolTip hover time

I was reading another forum and a member there asked if it was possible to
change the amount of time a tooltip will hover. Most seem to hover for a few
seconds and then disappear. There is probably a value in the Registry to do
this. But where?

For the balloon tips in the taskbar there is no way to change this setting in
Windows as it is application independant from the system. This means that
this is not controlled by Windows itself, but rather the programs that are
running in the taskbar. However Windows does limit these balloon tips to a
max of 30 seconds.

For the balloon tips on the desktop there is no way to change this.

There are a few ways to disable the balloon tips in the taskbar:
1) Edit the Registry:

2) Use Microsoft PowerToys for Windows XP:
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx - and
get Tweak UI
3) 3rd party applications - X-Setup Pro, WinXPManager, etc..
