Tools missing from Internet Explorer

I had my friend download the registry patch to fix the missing tools on his
IE6 but it will not run on his Windows 98 computer. He is getting some kind
of an error that mentions scripting. I told him to turn off his anti virus
but I believe that he still has SpywareBlaster running in the background. I
wondered if this may be the problem with running the reg file.
Does anyone know what the problem is?

Is the Tools option missing ? or the tabs within the internet options.

If latter, download IE fix from here:
http://www.angelfire.com/dragon/sramesh2k/reg/IEToolbar.reg

Resets Toolbar, Addressbar positions to defaults. Restores hidden/missing
bars

[runs on 98/Me/2000/XP)

Don't mention SpywareBlaster! SpywareBlaster on my WinXP Home caused me a
lot of griefs. A few standard features mysteriously vanished; unfortunately
I can't now recall which they were. It was only after a number of clean
restall --- yes, indeed --- that I finally pinned that down. A clean OS put
me back to sanity. That piece of software is not yet mature.
