Tools-internet options

When I try to access Internet Options under the Tools
drop down menu of IE 6.0,I get this message: "This
operation has been canceled due to restrictions in effect
on this computer. Please contact your system
administrator." I am the system administrator and I can
not find where or how to remove this restriction. Please
help: John using Windows XP
