Hello,

Utility programs such as Acrobat and SnagIt put their
icons on a separate Menu line. In addition to the Standard
and Advanced lines, PDF is on its own line. If you have 3
or 4 of these things it takes up a lot of room.

Is there a way to lock the toolbar so after I drag, PDF
converter, these Icons to a proper place I can lock them
where I want them?

Thanks

Nope...toolbars created by add-ins have an annoying tendency to go wherever
they want to go. I don't run the PDF toolbar personally but I've read lots
of posts from people who have the same problem as you do. Maybe complaining
to the add-in's manufacturer might get them to change this for the next
software update...
