Toolbars keep changing

I have a new machine with XP Home and IE6.
The problem is that I will arrange my toolbars and lock them, but every time
I shutdown and restart they revert back to the way they were even though
"Lock the Toolbars" is checked.

Any help would be greatly appreciated.
