Toolbar loading delay

Surely someone must have the knowledge to know how to
trouble shoot this.

When booting up the desktop comes up as it normally does
and the "Start" toolbar shows up without icons. The
icons of the "Start" toolbar come up only after a long
delay of 1-2 minutes. On rare occasions it comes up as
it should with a minimal delay.

Does Event Viewer offer any clues as to the cause?

Make a note of the precise text of any error message. You can always look at these in Event Viewer. Start, Administrative Tools, Event Viewer. When researching the meaning of the error, information regarding Event ID: and Source Description are important.

There is no clue from event viewer. I need to be able to
view each step as it boots to find where it hangs up.
