Toolbar icons barely visible top & bottom screen

I have a Dell Inspiron 9300 laptop. Until two days ago, all fine. Someone
tried to brighten my screen while on battery mode, not plugged in. Now the
icons on my toolbars, top of page and bottom, for the most part are barely
visible. Some are almost totally washed out and only scrolling over and
getting the balloon saying what it is does it; others are more visible. Time
in bottom right corner is hardly readable. I notice the printing image on my
typing is splotchy as well...looks like old fax page coming thru. Hope
someone can help me. (FN key and up/down arrow only brightens general
background; doesn't help this issue.)
 
This sounds like a hardware issue. On most Dell laptops you will press and
hold the blue Fn key and the the blue sun with a down arrow next to it,
Normaly the down arow. You will need to use the laptop keyboard not the
external one.

Click on Start | Control Panel | Accessibility Options | Display
| uncheck the "Use high contrast" box | OK.
